If your account was permanently deactivated in the past the only way to get access to transcripts is by requesting an official transcript through The National Student Clearinghouse.
If you are a returning student you typically won't get access to your email account again until you are admitted and ready to register for classes, but you can usually login to the portal sooner if needed.
